        <p>In a letter from the president in the latest Federal Bar Council Quarterly, Robert J. Giuffra, Jr. draws on a recent conversation he had with Philip K. Howard and addresses the consequences of America being mired in law.&nbsp; &#8220;Our overly complex legal system threatens public respect for law,&#8221; he writes.&nbsp; &#8220;And, as Philip Howard explains, legal complexity has made it difficult, if not impossible, for our public officials to solve problems, from health care to education to our massive national debt.&nbsp; Instead, as Mr. Howard states, they propose &#8216;more laws to deal with failures that are caused by the accumulation of too much law.&#8217;&#8221;&nbsp; Mr. Giuffra goes on to offer suggestions for judges, legislators, and fellow lawyers to stem the growth of law.&nbsp;
